He was born August 23, 1968 to Timothy and Kathleen Phelan in Dayton, Ohio. John and Dwana lived in Florida for several years. John cherished the Florida lifestyle, especially boating, riding motorcycles, and going to Nascar races. While in Jasper, he found joy in relaxing on the back deck, taking in the view and watching TV. John is survived by his wife, Dwana Phelan of Fairmount; sons, Jacob Phelan of Atlanta, Jason Westerman of Lake Station, Indiana, Michael Hopper of Fort Pierce, Florida; daughter, Erin Railey of Fort Pierce, Florida; parents, Tim and Kaye Phelan of The Villages, Florida; sisters, Laura Ostberg of Coconut Creek, Florida, Connie Phelan and Karen Pfeffer of Winston, Georgia; and nephew, Lee Ostberg of Duncanville, Texas. Numerous grandchildren also survive. The family will be receiving friends at Roper Funeral Home, Saturday, October 11, 2025 from 2:00 p.m. until 4:00 p.m. After the visitation, please join the family at the Phelan Home to share memories and celebrate John's life.
