He was born June 29, 1988 in Rome, Georgia. Scotty is survived by his mother and step-father, Rebecca and Billy Marshall of Talbotton; father, Kenneth Hulsey of Jasper; grandmother, Shelby Hermanson of Jasper; brothers, Erik Hulsey of Ellijay, Jeremiah Hulsey of Ellijay; sister, Bridgett Miller of Talbotton; uncles, Russell Hulsey of Jasper, Tim Rampley of Ellijay; aunts and uncles, Sue and Rob Bishop of Ellijay, Racheal Rampley and Buddy Irvin of Talbotton; nieces, Brooke Miller of Talbotton, Shelby Miller of Talbotton, Peyton Hulsey of Ellijay, Savannah Hulsey of Ellijay; nephew, Trenton Hulsey of Blue Ridge. He was preceded in death by his sister, Heather Lynn Hulsey; grandfather, Roger Hulsey; grandfather, Sam Rampley; and grandmother, Shirley Rampley. Funeral Services will be held 2:00 p.m., Wednesday, December 1, 2021 in the Chapel of Roper Funeral Home with Jimmy Rampley officiating. Interment will follow in the Oak Hill Baptist Church Cemetery.
